Major League Baseball is set to implement some rule changes, for the 2023 season. Subject to vote, these are expected to have a lasting impact on the future of the sport.
Pitch Clock: The most significant of the proposed changes includes a Pitch clock, which is aimed at reduction of the time lost when there is an absence of runners on the base, with the pitcher alone on the mound with the baseball. Since this does not contribute to meaningful game time, a pitch clock that restricts this to 30 seconds has already been tested successfully at the minor leagues. Of the 30 second interval, the catcher is required to be back at his box and ready, with at least 9 seconds remaining. Also, the pitcher must be ready, with both feet in the box, within 8 seconds of the start of the timer.There is a provision for the clock to be reset by 20 seconds if there is a runner and the pitcher steps off the rubber. If there is no runner, it is reset to 15 seconds, but this provision in only permitted twice per batter.
Shifting rules: The change in the shifting rules, which have been demanded for a while, aim to increase the batting average by permitting balls to locate more open spots. The current league batting average is 0.243, and average for balls on play is 0.290, and the new changes seek to increase this by decreasing defense shifts. As per the rules, when a pitch is released, there must be 4 defenders, excluding the battery, stationed within the outer boundary. Moreover, two of four infielders, must be present on either side of the second base, and they cannot switch among themselves.
Larger bases: The bases are currently squares of side
15 inches, and this has remained unchanged for decades. However, they are set
to be increased to squares with 18-inch sides. The main reason for this
proposed change is the fact that players’ feet have gotten larger over the
years, which has crowded the basepaths, requiring multiple replays to discern
if a player made it past a base or not. Increasing the size would make it
easier for players to remain in the second and third bases.
