France men had hard-fought win over Japan by 20-15 while unexpected defeats for New Zealand and South Africa placed them under Ireland and Wales.
Ireland secured the second spot, while the All Blacks drop to fourth position which is their all-time low.
The Springboks are ranked third in the men's rugby union world rankings while England manages the fifth position after defeating Australia in the second Test by 25-17.
