Batter Jordan Cox and 20-year-old all-rounder Jacob Bethell will both make their England debuts in the first T20 match against Australia on Wednesday in Southampton.
Jamie Overton will make his T20 debut for England, adding to his single Test cap from 2022 against New Zealand.
Bowler Saqib Mahmood will also return to the England squad for the first time since March 2023, having recovered from a second stress fracture in his back.
The series includes three T20 matches against Australia, followed by five one-day internationals. England has selected a youthful squad as they rebuild after losing their T20 and 50-over world titles in the past year.
Marcus Trescothick will serve as interim coach for the series after Matthew Mott's departure earlier this summer.
Brendon McCullum has been appointed as the permanent head coach, taking on both the white-ball and Test roles, but will start his new position in the new year.
